I would like to draw your attention towards the sensitive flood situation in Northern part of Bihar. I can still recall the mass destruction by Baghmati river in 1993. I was just eight year old and my parents given me a stick as tall as me to take care of my life in the situation of need. Fortunately, we escape from that mass destruction although the flood water was there in my house. Since, 1993 it was a periodic episode. In last couple of years, honorable chief minister of Bihar took some initiative for bridge and road repair work after dark age of Lalu rule.
I belong to a border village of India in district Sitamarhi and more my village is still waiting for a road connection to district center. Around, 70% of workforce in the area works in Punjab, Delhi, Mumbai and Kolkata as migrant labours. The pennies earn by them is the only source of their family livelihood back in Bihar. Agriculture and Animal husbandry is the only source of income for the residents in this area. Now, you can imagine their problems. Due to frequent flood they have to do sowing two or three times and due to lack of government facility, they have to approach local businessman, who took advantage of dis-connectivity of these ares from main land. They don't have money for medical facility for their kids and medical facility for cattle is out of context. In the start of every rainy season, they are uncertain whether they will be able to celebrate next diwali as an incumbent of current cottage.
As far as I know, the flood situation in the area was on hold in 80's but later Nepal government has made a barrage on Baghamti(Near karnahia) for irrigation process in Terai area, they release water according to their own wish because there is no initiative has been taken by Indian government to monitor the handling of river water. The situation is alarming in three districts Sitamarhi, Sheohar and Muzzafarpur as there is no awareness center in the area. The media covers their report from Muzzafarpur and they don't even reach to worst affected parts.
There was one initiative taken by government of India in Indira days to utilize the water resources to irrigate Northern areas of Bihar but that project got failed in between(due to change of government and disinterest of public representative) and we can still see the half constructed colonies and corroding construction machines in a place called Dheng.
Now, a days the migrant labours were thrown out from the cities due to economical (recession leads to closing of many factories) and political issues(anti-bihari campaign in states). The lack of secondary level employment made the situation even worse. The malnutrition and anti-national activities for survival is prevalent in the area. Now, the people who are behind the construction of metro for ''APNI DILLI'' are begging some help from them.
The sufferings of common man has triggered the anti-indian activities in these areas. A long time initiative should be taken in order to make India better and Delhi stronger. A water management system should be employed to make the fertile land irrigated. As far as, I think the money spend in relief work will be far more than required to build such projects.
It is hard to believe that one village is flooded away while just two kilometers away from this village lands are burning in drought. Hard part is that the two incidents happens simultaneously. This whole issue needs a media campaign and awareness. I hope that you people will voice my concern enriched with your own investigation to make India better and Delhi stronger.
